AN ACT making a supplementary appropriation of federal funds out
of the treasury from the balance of federal moneys remaining
unappropriated for fiscal year ending the thirtieth day of
June, one thousand nine hundred ninety-nine, to the bureau
of employment programs, account no. fund 8835, fiscal year
1999, organization 0323, supplementing and amending the
appropriation for the fiscal year ending the thirtieth day
of June, one thousand nine hundred ninety-nine.
Whereas, The governor has established the availability of
federal funds for continuing programs now available for
expenditure in the fiscal year ending the thirtieth day of June,
one thousand nine hundred ninety-nine, which are hereby
appropriated by the terms of this supplementary appropriation
bill; therefore
Be it enacted by the Legislature of West Virginia:
That chapter six, acts of the Legislature, regular session,
one thousand nine hundred ninety-eight, known as the "Budget
Bill", be supplemented and amended by adding to Title II, section five thereof, the following:

Pursuant to the requirements of 42 U.S.C. 1103, Section 903
of the Social Security Act, as amended, and the provisions of
section nine, article nine, chapter twenty-one-a of the code of
West Virginia, one thousand nine hundred thirty-one, as amended,
the above appropriation to Unclassified shall be used by the
bureau of employment programs for the specific purpose of
administration of the state's unemployment insurance program or
job service activities, subject to each and every restriction,
limitation or obligation imposed on the use of the funds by those
federal and state statutes.
The purpose of this bill is to supplement the budget act for
fiscal year ending the thirtieth day of June, one thousand nine
hundred ninety-nine, by providing for a new item of appropriation
to be established therein to appropriate federal funds in the
amount of five hundred twelve thousand six hundred fifty-six dollars and twenty-eight cents for unclassified for the
administration of the state's unemployment insurance program or
job service activities for expenditure during fiscal year one
thousand nine hundred ninety-nine.
